SafariPlus in an InputManager extension. It adds a preference menu item to the Safari application menu, allowing you to control a whitelist of cookie domains:
If you tick the ‘Log cookie activity’ option SafariPlus writes a log file in ~/Library/Logs so you can see what it’s doing. It also has options for controlling animated images – whether they are allowed to play, and whether they are allowed to loop:
